The Council of Veterinary Surgeons of Zimbabwe is a statutory body established under the Veterinary Surgeons Act [Chapter 27:15] to regulate the practice of veterinary surgery and medicine in Zimbabwe.

Who we are?

The Council registers qualified veterinary professionals, regulates professional conduct, and ensures adherence to ethical and compassionate standards of practice.

The Council sets and maintains educational standards for veterinary training institutions while also promoting continuous professional development to keep veterinary practitioners aligned with current scientific, regulatory, and clinical advancements thereby ensuring that veterinary professionals are equipped to safeguard animal health and welfare, protect public health, and uphold the integrity of Zimbabwe’s food and agricultural systems.

Members of the Council

Mr Listen Zinyengere

Was admitted into Practice in 2008 and worked for Hute and Partners Legal Practitioners as an intern for six months before his competence and potential attracted Messrs Mutumbwa Mugabe Legal Practitioners where he worked as a lead litigator for five Years. In 2014, he established Zinyengere Rupapa legal practitioners and the firm has recorded growth other the years under his leadership.

He is a Lawyer with vast experience in Company Law, Corporate Rescue, Conveyancing, Notarial Practice, Labour Law, Civil Law, Criminal Law, Family Law and Administrative Law. Over the years he has amassed invaluable experience though litigating in notable labour, commercial and civil matters. He also seats on various boards for both the private and public sector.

The Council of Veterinary Surgeons of Zimbabwe is composed of six members who collectively guide and oversee the regulation of the veterinary profession in the country. The Council serves as the decision-making body responsible for setting standards, formulating policy, and ensuring the effective governance of veterinary practice in Zimbabwe.

In accordance with the Veterinary Surgeons Act [Chapter 27:15], four members of the Council are elected by registered veterinary surgeons, representing the interests and professional voice of the veterinary community. The remaining two members are appointed by the Minister responsible for agriculture. Of these, one is the Director of Veterinary Services (or a registered veterinary surgeon from the Public Service, where applicable), and the other is a qualified legal practitioner.

Together, Council members bring expertise in veterinary science, public service, and law—ensuring a balanced and accountable regulatory framework that supports ethical practice, professional excellence, and the delivery of high-quality veterinary services across Zimbabwe.
